He was born in Whitstable, Kent on July 26, 1837, and was apprenticed to his uncle, Edward Fletcher and in 1865, joined the GWR, where he eventually became chief assistant to William Dean. He was appointed locomotive superintendent of the GER in 1885, and held the post until 1907. He was a Quaker who also disapproved of trade unionism. Holden reorganised Stratford works, and by introducing a degree of standardisation, took Stratford to an exceptionally high position among British locomotive works in the speed and eﬃciency of its locomotive production.
Classiﬁed J27 by the LNER, the superheated J27s could be identiﬁed by their extended smokeboxes. After the Second World War, the J27s were concentrated on hauling heavy mineral trains. Withdrawals began in March 1959, but by June 1966, 36 were still putting in hard work hauling coal in County Durham and South Northumberland. The last ones were withdrawn from the Blyth area where they operated the short trip workings between the nearby coalﬁeld and shipping staithes, ﬁnally ﬁnishing in September 1967.
While it was entirely appropriate that a Raven three-cylindered engine should be included, the far more numerous B16 4-6-0 which also survived into the 1960s might appear a more obvious choice and the Q7 was not chosen simply to represent the 0-8-0 as an LNWR Super D was also included.
